“For necessary expenses to carry out the provisions of section 491 of the Foreign Assistance Act of 1961 for international disaster relief, rehabilitation, and reconstruction assistance, $4,395,362,000, to remain available until expended”


7. DEPARTMENT OF STATE MIGRATION AND REFUGEE ASSISTANCE $3,432,000,000

“The President is authorized to continue membership for the United States in the International Organization for Migration in accordance with the constitution of such organization approved in Venice, Italy, on October 19, 1953, as amended in Geneva, Switzerland, on November 24, 1998, upon entry into force of such amendments.”


8. MILLENNIUM CHALLENGE CORPORATION $912,000,000

Stated Purpose of MCC: “To provide United States assistance for global development through the Millennium Challenge Corporation, as described in section 604; and to provide such assistance in a manner that promotes economic growth and the elimination of extreme poverty and strengthens good governance, economic freedom, and investments in people.”


9. UNITED STATES AFRICAN DEVELOPMENT FOUNDATION $33,000,000

The United States African Development Foundation (USADF) is an independent United States government agency that provides grants of up to $250,000 for operational assistance, enterprise expansion and market linkage to early stage agriculture, energy, and youth-led enterprises that benefit underserved communities in Sub-Saharan Africa.


10. FOREIGN MILITARY FINANCING PROGRAM $576,909,000

“The  Arms Export Control Act (AECA), as amended [22 U.S.C. 2751, et. seq.], authorizes the President to finance procurement of defense articles and services for foreign countries and international organizations.”

“FMF is a source of financing and may be provided to a partner nation on either a grant (non-repayable) or direct loan basis.


11. NATIONAL MUSEUM OF THE AMERICAN LATINO (Cost not yet known)

Congress finds the following:
“The United States is a symbol of democracy, freedom, and economic opportunity around the world, and the legacy of Latinos is deeply rooted in the very fabric of the history, democracy, freedom, and economic opportunity of the United States. There exists no national museum within the Smithsonian Institution that is devoted to the documentation and explication of Latino life, art, history, and culture.”


12. AMERICAN WOMEN’S HISTORY MUSEUM ACT (Cost not yet known)

Congress finds the following:
“Since its founding, the United States has greatly benefitted from the contributions of women. Historical accounts, monuments, memorials, and museums disproportionately represent men’s achievements and contributions and often neglect those of women.”
